Health for All: An Integrated, Community‑Led Approach to Ending AIDS in Myanmar

Myanmar Positive Group (MPG) is committed to advancing health for all by contributing to Myanmar’s National Strategic Plan (NSP) on HIV and AIDS through integrated, community‑led, and rights‑based responses. Working in close collaboration with government, communities, and partners, MPG addresses the health, social, and economic impacts of HIV while supporting national efforts to reduce new infections and improve health outcomes.

MPG serves as a trusted partner to the National AIDS Programme (NAP), supporting the delivery of inclusive and people‑centred HIV services for key populations and other vulnerable communities. In line with NSP V priorities, MPG focuses on populations most affected by HIV, including men who have sex with men, sex workers, and other underserved groups, while strengthening linkages across prevention, testing, treatment, care, and long‑term support. Through collaboration with key population‑led networks and community associations, MPG delivers comprehensive prevention services and facilitates timely access to diagnosis and care.

To support national treatment and care objectives, MPG works alongside NAP by embedding peer counselors and community supporters within public antiretroviral therapy (ART) facilities. These peers provide treatment literacy, adherence counseling, psychosocial support, and family‑centred assistance, contributing to compassionate, empowering, and sustainable care for people living with HIV. This approach reinforces NSP V’s emphasis on retention in care, viral suppression, and differentiated service delivery.

In alignment with NSP V’s commitment to human rights, gender equality, and enabling environments, MPG addresses HIV‑related stigma, discrimination, and harmful gender norms while responding to violence against women and girls. Key interventions include community feedback mechanisms, HIV‑related research and surveys, advocacy for improved laws and policies, access to HIV‑related legal support, and sensitization of healthcare workers. Together, these efforts aim to strengthen accountability and ensure services are respectful, inclusive, and responsive to community needs.

As part of its partnership with NAP, MPG also supports the development and implementation of innovative service delivery strategies and contingency approaches to ensure continuity of HIV prevention, care, and treatment services during emergencies and periods of disruption. Strengthening community systems and building local resilience remain central to sustaining services under challenging conditions.

MPG’s program coverage is guided by available resources, donor priorities, and alignment with national and sub‑national strategies. The organization prioritizes addressing critical gaps in service delivery while avoiding duplication and ensuring complementarity with other implementing partners. This targeted approach allows MPG to focus efforts where they can generate the greatest impact.

To support effective coordination and localized implementation, MPG maintains active engagement with State and Regional Health Directors and Township Medical Officers, working closely with NAP to ensure that programmes align with NSP goals and respond to local epidemiological and geographic realities.

Through these integrated, community‑centred efforts, MPG contributes to a national HIV response that is equitable, resilient, and effective—advancing health for all and supporting a future where people can live free from HIV‑related stigma and preventable suffering.
