Governance

The governance of MPG is vested in the Board of PLHIV Representatives and its Executive Committee, which together provide overall leadership, representation, and strategic direction for the organization. These governance bodies are responsible for approving organizational policies and guidelines, guiding advocacy priorities, and maintaining effective communication and accountability to stakeholders and donors.

The Executive Committee provides ongoing oversight of program implementation through direct supervision of the Senior Management Team and frontline program staff. This oversight ensures program performance, quality, and effectiveness, and supports strong relationship management and collaboration with key stakeholders at national and sub‑national levels.

Program

MPG envisions the development of an equitable, humanitarian‑minded, and self‑reliant society for key populations (KP), people living with HIV, affected communities, and the people of Myanmar. The core mission of MPG is to lead by example by representing the voices and needs of communities through meaningful involvement, strong networking, and collaboration with relevant agencies, organizations, and stakeholders in activities that contribute to improved health outcomes and well‑being.

Since January 2018, MPG has served as a Sub‑Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria through Save the Children. MPG currently employs more than 300 staff and operates 12 field offices and six KP‑friendly clinics and centers across the country, with its Secretariat and Head Office based in Yangon.

In addition to its core network‑strengthening function since its foundation over two decades ago, MPG now also serves key populations (KP), people living with HIV, and affected communities in Myanmar through community‑led service delivery and advocacy for structural change, including the following areas of work:

  1. Condom and lubricant programming for men who have sex with men, transgender people, and sex workers
  2. HIV prevention communication, information dissemination, and demand creation for men who have sex with men, transgender people, sex workers, and other vulnerable populations
  3. Sexual and reproductive health services, including sexually transmitted infections, viral hepatitis, and post‑violence care for men who have sex with men, transgender people, sex workers, and other vulnerable populations
  4. Community based HIV testing services for key populations and their sexual partners
  5. Facility based HIV testing services for key populations and their sexual partners
  6. Improving quality of care to maximize treatment retention and viral load suppression
  7. Empowering and supporting communities to reduce stigma and discrimination in healthcare, education, and employment settings
  8. Formalizing and strengthening community roles in providing constructive feedback to improve health outcomes and social determinants affecting people living with and affected by HIV
  9. Improving the legal and policy environment at community, sub national, and national levels
  10. Monitoring HIV related human rights violations and legal barriers to accessing HIV prevention, treatment, and care across all grant cycles, with support from the Global Fund and other funding sources

In addition, MPG’s procurement and supply management capacity has been strengthened with the support of the Save the Children Principal Recipient PSM team, together with regular monitoring and feedback from the Local Fund Agent, to ensure efficient, timely, and systematic storage and distribution of health products to project townships across Myanmar.

MPG recruits, trains, and retains competent peer community members from key population and PLHIV networks, while also identifying and engaging experienced technical and professional staff with strong commitment to community‑led programming and collaboration with UN agencies and international non‑governmental organizations to support effective program implementation.
